Pepper is a short haired Fox Terrier with a docked tail.  He was rescued from a puppy mill.   We were told he was all Fox Terrier, but we think he is a mix.  He is very loveable, full of kisses, and the first one to greet you.  He loves to play fetch.  If you are looking for a puppy who loves to cuddle, Pepper is for you.  He is smart with an adorable personality.   He would be a great buddy to another small dog or a great sibling for an older big brother or sister who understands his small size and zest for fun.
